Noordin M. Haji
Mr. Noordin M. Haji was appointed the Director of Public Prosecutions (DPP) on the 28th March, 2018 following an interview by the Public Service Commission (PSC) and vetting by National Assembly.
Mr. Haji holds an LLB Degree from University of Wales, Cardiff, Master’s Degree (LLM) from University of Wales, Cardiff, and Masters of National Security Policy with Merit (MNSPO) from Australian National University. He was admitted to the Bar in 1999.
Mr. Haji joined the Public Service in January 2009 as a State Counsel at the Attorney General Office. Prior to his appointment as the DPP, he was the Deputy Director – Counter Organized Crime Unit- National Intelligence Service (NIS) where his duties included providing legal counsel to the Director General NIS, Inspector General of Police, the Director of Criminal Investigations and other Non-Law enforcement agencies.

Dorcas Oduor is the Secretary, Public Prosecutions and the Principal Deputy to the Director of Public Prosecutions. A career Prosecution Counsel, Mrs. Oduor has previously served in the Public Prosecutions space for over 20 years having begun her career as a State Counsel in 1991. She holds a Master’s degree in International Conflict Management and an LL. B Degree from the University of Nairobi alongside a Law Diploma, from the Kenya School of Law.

Nicholas Kilatya Mutuku
Nicholas Kilatya Mutuku is the Director of the Department of Offences Against the Person. An advocate of the High Court of Kenya, Mr.Mutuku began his career in 1993 when he joined the Public Service as State Counsel II in the Department of Public Prosecutions, the Attorney General’s Chambers. Before joining the public service, Mr Mutuku worked briefly with G. K. Ndunda& Company Advocate as Legal Assistant. He holds an LL.B Degree from the University of Nairobi (1992) and Diploma in Law from the Kenya School of Law (1994). He is currently undertaking an MA in Criminology and Criminal Justice at the University of Egertonon “Challenges facing investigations and Prosecutions of SGBV cases.
Mr. Mutuku has previously served as a Senior Assistant Director of Public Prosecutions and Senior Assistant Director of Public Prosecution and has been the head of several county offices including UasinGishu, Kisii, Kitale, Nakuru and Meru. He has also served as Deputy Head of Economic, International and Emerging Crimes Department and head of the Anti-Narcotics and the Cyber Crime Units.
Mr Mutuku has vast experience in prosecutions and has represented the State in sensitive and complex criminal Prosecution, Appeals and Judicial Reviews and Constitutional Petitions and References. Mr. Mutuku has attended leadership course in Strategic Leadership Development.

Hon Joseph Mucheru, E.G.H is the current Cabinet Secretary for the Ministry of Information and Communication Technology having been appointed to the position in December 2015.
Hon Mucheru was the Head of the East Africa Google Office and the Google Ambassador for Sub-Saharan Africa. He was the first African to be hired by Google in 2007 where he worked until his appointment as Cabinet Secretary in December 2015. Prior to joining Google, he worked for Wananchi Online, a company he co-founded in 1999 both as CEO and Strategy and Business Development Director. He also chaired the Telecommunications Service Providers of Kenya (TESPOK). During his tenure he assisted the Association in establishment of the Kenya Internet Exchange Point. In December 2010, he was awarded the Moran of the Burning Spear (MBS) for his outstanding contribution towards technology.
He attended the Stanford Executive Programme from Stanford University Graduate School of Business in 2008. He holds a (BSc. (Joint Hons) in Economics & Computer Science from City University London. He is a member of Africa Leadership Network, The National Prayer Breakfast, and the East African Business Summit.
Mr. Mucheru has been a Director to several renowned Companies such as: (a)AFB – all you can be. This is a Company whose mission is to unlock the potential in Africa’s digital footprint,(b) Give Directly, a charity organization that channels donor money directly to the poor,(c) UAP Investment, a Pan African Financial Services Group with interest in Insurance, Investment, Management, Property Investment Securities, Brokerage and Financial Advisory among others,(d) BitPesa, one of the pioneer companies involved in Bitcoin trading.
Emily Kamau, OGW,
Director, Department of Economic, Organized & International Crimes
Emily Wangari Kamau is the Director, Department of Economic, International and Organized Crime, a position she has held since 2018. She was admitted as an Advocate of the High Court of Kenya in 1989 and as Commissioner of Oaths in 2002. Ms Kamau holds a Law Degree from the University of Nairobi and holds a post graduate diploma from the Kenya School of Law.She started her career in 1989 as a State Counsel II at the Attorney General’s Office and rose through the ranks to a Senior State Counsel.
In 1999 she joined the then Kenya Anti-Corruption Authority (KACA) as a Senior Attorney. Two years later however, KACA was declared unconstitutional forcing her to go back to the State Law Office in 2001 where she worked in the Directorate of Public Prosecutions until 2011 when the ODPP became an independent office following the promulgation of the Constitution 2010. She is one of the pioneer ODPP officers and also one of the longest serving prosecutor.
Emily has risen through the ranks to her current post. She has served in various tribunals, task forces and represented the office of AG and that of DPP in various high level committees in different capacities both locally and internationally. In 2011, she was appointed as a Governmental Expert by UNODC Secretariat for implementation of the United Nations Convention against Corruption (UNCAC), where she has been working with the implementation Review Group (IRG ) to date.
Ms. Kamau in her career life has also gotten presidential and ministerial appointments to sit in various task forces which resulted to the development of various guidelines and policies. Emily has gained diverse knowledge and skills having undertaken several courses in Criminal law, Prosecutions, Interagency collaboration with Police and KACC, Human Rights, Anti-corruption and economic crimes, Computer packages, Strategic Leadership Development Program and counter terrorism. She holds leadership and membership positions to various religious and professional organizations.
Director, Department of Corporate Services
Kennedy Kathanzu Kimuyu is the Director Corporate Services. He has a wealth of experience in the public Service having begun his career over 20 years ago as a District Human Resource Officer with the Teachers Service Commission. He rose through the ranks and served in various leadership positions and in several institutions across the public service
He holds a Masters degree in Strategic Management from Kenyatta university, a Bachelors degree from the University of Nairobi and various professional and management qualifications including Higher Diploma in HRM, Certified Information Systems Auditor (CISA), Certified Professional Trainer (CPT), and SLDP among others. He is a member of various professional bodies including IHRM, ISACA and AAPAM
Mr Kimuyu is responsible for providing effective leadership and coordination in the Department of Corporate Services which comprise of 7 support Divisions including Administration, HRD, HRM, Finance, Accounts, ICT, Supply Chain management, and the Records Management.
Tabitha Ouya, OGW,
Ag. Director, Prosecution Training Institute
Tabitha Wanyama – Ouya is the Ag. Deputy Director of Public Prosecutions and Head of the Prosecution Training Institute (PTI). She is an Advocate of the High Court of Kenya having been admitted to the bar in 1993. Ms Ouya holds a Law degree from the University of Nairobi and hold a post graduate diploma from the Kenya School of Law.
She has 26 years’ experience, 6 years in civil litigation and 20 years in prosecutions. As a Prosecutor she has prosecuted cases in; Homicide, Sexual and Gender Based Violence, Transnational and Organized Crime and Trafficking in Persons cases.
