Directorate of Technical Services

Rationale: –

The Directorate of Technical services (TS) is anchored under section 8 of the KNQF act no. 22 of 2014. The Directorate is responsible for registration of qualifications and accreditation of institutions and learners into the KNQF; as well as establishing and maintaining the Kenya National Learners record Database (KLNRD).  It also creates Policies, Standards and Guidelines to support the registration, documentation and accreditation function; and implement them; and standards and guidelines to support assessment, comparability, equation and recognition of qualifications; as well as developing and implementing the Kenya National Credit accumulation and Transfer system (KCATs).

Functions: –

The Directorate of TS is responsible for overseeing the following functions:

  1. Creating and implementing tools and instruments for registration and/or accreditation of institutions, qualifications and learners into the KNQF;
  2. Recruiting, training and managing peer reviewers who carry out the registration/ and accreditation functions;
  3. Creating and maintaining databases of accredited institutions, qualifications and learners;
  4. Establishing and managing the Kenya National Learners Record Database (KNLRD);
  5. Establishing and maintaining information and a library of qualification frameworks in Kenya to support research, training and capacity building in the sector;
  6. Carry out regular stakeholder engagement and support continuing accreditation of institutions;
  7. Regularly updating the public about registered and accredited institutions, qualifications and learners;
  8. Planning for and managing projects and activities of the TS directorate;
  9. Creating and implementing tools and instruments for assessment and QA of institutions, and qualifications accredited in the KNQF;
  10. Recruiting, training and managing peer reviewers who carry out assessment and QA functions;
  11. Creating and implementing assessment and QA policies for all stakeholders involved in the KNQF;
  12. Developing and implementing Policies, Standards and Guidelines on recognition and equation of foreign qualifications;
  13. Developing and implementing Policies, Standards and Guidelines on recognition of prior and informal learning;
  14. Carrying out regular stakeholder engagement to support continuous improvement of the KNQF;
  15. Carrying out Research and Outreach in support of the KNQF;
  16. Supporting Research and Innovation to improve the KNQF;
  17. Regularly updating the public about new and emerging tools and systems for QA and Assessment;
  18. Benchmarking and implementing best practices from across the globe on QA and assessment of qualifications;

Staffing: –

 The Directorate is headed by a Director, Technical Services (TS). The TS Directorate is organized into five (5) Departments each headed by a Deputy Director namely:

  1. Registration, Accreditation and Documentation (RAD);
  2. Policy, Research, Outreach and Policy (PROP);
  3. Recognition, Equation and Verification of Qualifications (REV);
  4. Standards, Assessment and Quality Assurance (SAQA); and
  5. Kenya National Learner’s Record Database Section (KNLRD).
